When fo we exchange our US drivers licenses

We are an American couple planning to retire in . We have read that it is best to exchange our licenses within a year that we are here in . Unfortunately, we have 12 month séjour temporaire VLST visas.
We cannot apply for a carte de sejour under this visa. In order to get status as French residents, we must retuturn to the US, apply for the correct VLS-TS visas and have another interview in the US in order to receive the new visa. After that we would return to , where we own a home. At what point do we exchange our licenses for French ones?
 
Have you checked that your US licences are actually exchangeable as many states licences are not

One point to note is that you should provide a certificate from the state stating your test date etc which may be easier to get when you return to the US
 
for your year first year here use your US licenses ....
when you return on a VLS-TS do the exchange (if your state is one of those that permit license exchange) within the first 12 months of your arrival ... the sooner you do that the better to avoid any delays ... all you need is to validate the VLS-TS and have a proper address.
